I think that there should be two different wristbands for the Pavilian. You should be able to enter from the age of 18 as well, which is why there should be two options, like an "X" on underage hands or something. If you are 18 and would like to still hang out and listen to more wonderful music why shouldn't you be able to? Make it so that bartenders can see whether the person can order an alcoholic beverage or not by having two different wristbands or like i said, mark the underage hands with a sharpie or something.
